Yes, no, maybe, I do not know

If you ask people for example, whether they want to do something, or if they want to help one respond some: I do not know. Either this is the elegant way to say no, or at least the one in which they themselves do not meet resistance when you pronounce this indirect No. Or does it mean that the person has at the moment or other things on his mind other priorities, which it intends to pursue or needs so that they currently can not imagine to make such a commitment.
